Approval and Economic Oversight of Operators
Besides meeting the safety conditions for approval or certification of operators, airport operators, the agency’s air navigation services or companies that provide services on the ground should prove to the CAA that they meet the required economic conditions. Operators are required to demonstrate financial viability and possession of an insurance policy with valid cover for damages they may cause to a third party during the provision of services. Financial viability of operators ensures maintenaince of a high level of safety in their operations.
Once they have been approved or certified, these operators continue to be in constant supervision by the CAA for the maintenance of safety and economic criteria. Annual economic supervision of licensed operators is conducted through an evaluation of the business plan, audited financial statements and insurance policy. Economic supervision of operators in Kosovo is done through Regulation No. 3/2015 on airport charges, Regulation No. 7/2012 on conditions for provision of air navigation services and CAA Regulation No. 4/2011 on access to groundhandling market.
