Airport Charges


The CAA is responsible for economic regulation of airports in the Republic of Kosovo. Economic regulation of these operators means that measures are taken by the aviation regulator to ensure that the charges set by the airport are done in a reasonable, transparent and non-discriminatory manner. Moreover, the regulator ensures that these charges are decided only after the providers and service users are consulted among themselves by offering each other information in a transparent manner. The CAA regulates and approves only aeronautical charges, which relate to services that the airport offers exclusively, without any competition, such as passenger service charges, landing charges, aircraft parking charges etc. The CAA also approves incentives offered to the airlines when their conditions are not discriminatory and are provided in accordance with ICAO and EU standards. During the exercise of the responsibilities of this nature, the CAA pays particular attention to the obligation for the airport operator to consult with airlines regarding charges, incentive programs, etc., offering each other information in a transparent manner.

CAA Regulation No. 3/2015 on airport charges entered into force in June of 2015 which repeals the previous regulation No. 1/2011. This regulation fully transposes EC Directive No. 2009/12 on airport charges.
