Aplikimi mund t\u00eb b\u00ebhet duke plot\u00ebsuar formularin e AAC-s\u00eb AACK\/DSF\/AIW\/REG-FRM 01 dhe pages\u00ebn e tarif\u00ebs p\u00ebrkat\u00ebse.<\/p>\n\n\n\n<p><strong>Certifikatat e Operatorit Ajror<\/strong><\/p>\n\n\n\n<ul><li><strong>Si mund t\u00eb aplikoj p\u00ebr nj\u00eb Certifikat\u00eb Operatori Ajror?<\/strong><\/li><\/ul>\n\n\n\n<p>Nj\u00eb avion i regjistruar n\u00eb Republik\u00ebn e Kosov\u00ebs nuk mund t\u00eb fluturoj\u00eb p\u00ebr q\u00ebllime t\u00eb transportit publik p\u00ebrve\u00e7 n\u00ebse operatori posedon Certifikat\u00eb t\u00eb Operatorit Ajror (AOC) t\u00eb dh\u00ebn\u00eb nga Drejtori i P\u00ebrgjithsh\u00ebm i Autoritetit t\u00eb Aviacionit Civil. P\u00ebr dh\u00ebnien e nj\u00eb AOC, Drejtori i P\u00ebrgjithsh\u00ebm i Aviacionit Civil do t\u00eb marr\u00eb parasysh sjelljen dhe p\u00ebrvoj\u00ebn e m\u00ebparshme t\u00eb aplikantit, pajisjet e tij, organizimin, personelin, mir\u00ebmbajtjen dhe rregullime t\u00eb tjera. I pari do t\u00eb mbaj\u00eb nj\u00eb licenc\u00eb piloti privat (PPL) nd\u00ebrsa i dyti do t\u00eb mbaj\u00eb nj\u00eb licenc\u00eb piloti komercial (CPL), nj\u00eb licenc\u00eb piloti me shum\u00eb ekuipazh (MPL) ose nj\u00eb licenc\u00eb piloti transporti ajror (ATPL). N\u00eb vijim specifikohen k\u00ebrkesat p\u00ebr marrjen e nj\u00eb LPP t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs.<\/p>\n\n\n\n<p>P\u00ebr t\u00eb marr\u00eb nj\u00eb LPP t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs, ju duhet t\u00eb:<\/p>\n\n\n\n<ol type=\"a\"><li>t\u00eb jet\u00eb s\u00eb paku 17 vje\u00e7;<\/li><li>t\u00eb jet\u00eb n\u00eb gjendje mjek\u00ebsore dhe t\u00eb ket\u00eb nj\u00eb certifikat\u00eb mjek\u00ebsore t\u00eb vlefshme;<\/li><li>fitojn\u00eb njohurit\u00eb e duhura n\u00eb fusha t\u00eb ndryshme (si ligji ajror, navigimi, meteorologjia, njohurit\u00eb teknike t\u00eb avion\u00ebve, radiotelefonia dhe performanca njer\u00ebzore) dhe kalojn\u00eb provimet e atyre l\u00ebnd\u00ebve.<\/li><li>fitoni sasin\u00eb e nevojshme t\u00eb trajnimit dhe p\u00ebrvojave fluturuese dhe kaloni nj\u00eb test fluturimi.<\/li><\/ol>\n\n\n\n<p>P\u00ebr m\u00eb shum\u00eb detaje mbi k\u00ebt\u00eb tem\u00eb, mund t&#8217;i referoheni N\u00cbNPJES\u00cbS C t\u00eb Rregullores s\u00eb AAC-s\u00eb Nr. 05\/2015 q\u00eb p\u00ebrcakton k\u00ebrkesat teknike dhe procedurat administrative n\u00eb lidhje me ekuipazhin e aviacionit civil.<\/p>\n\n\n\n<ul><li><strong>Si mund ta konvertoj patent\u00ebn e pilotit t\u00eb huaj n\u00eb licenc\u00eb t\u00eb pilotit t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs?<\/strong><\/li><\/ul>\n\n\n\n<p>Mbajt\u00ebsi i licenc\u00ebs s\u00eb pilotit t\u00eb huaj t\u00eb l\u00ebshuar nga Shtetet Kontraktuese t\u00eb ICAO-s mund t\u00eb aplikoj\u00eb n\u00eb Departamentin e Siguris\u00eb s\u00eb Fluturimeve &#8211; Seksioni i Licencimit t\u00eb Personelit p\u00ebr kushtet e konvertimit p\u00ebr l\u00ebshimin e licenc\u00ebs s\u00eb pilotit t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs dhe t\u00eb siguroj\u00eb dokumente mb\u00ebshtet\u00ebse si\u00e7 p\u00ebrcaktohet n\u00eb Rregulloren e AAC-s\u00eb nr. 05\/2015 p\u00ebr p\u00ebrpunimit.<\/p>\n\n\n\n<ul><li><strong>Si mund t\u00eb aplikoj p\u00ebr leje p\u00ebr t\u00eb kryer fluturime private pa t\u00eb ardhura p\u00ebr dhe nga Republika e Kosov\u00ebs?<\/strong><\/li><\/ul>\n\n\n\n<p>Aprovimi paraprak nga Drejtori i P\u00ebrgjithsh\u00ebm i Aviacionit Civil k\u00ebrkohet p\u00ebr operimin e fluturimeve q\u00eb nuk kryhen me qira apo shp\u00ebrblim, gjegj\u00ebsisht fluturime private pa t\u00eb ardhura p\u00ebr dhe nga Republika e Kosov\u00ebs. Aplikimet duhet t&#8217;i dor\u00ebzohen Drejtorit t\u00eb P\u00ebrgjithsh\u00ebm t\u00eb Aviacionit Civil duke p\u00ebrdorur formularin AACK-DSF-GAT-FRM 22 p\u00ebr aplikim p\u00ebr fluturim t\u00eb pakt\u00ebn 3 dit\u00eb pune para dat\u00ebs s\u00eb parashikuar t\u00eb mb\u00ebrritjes\/nisjes s\u00eb fluturimit n\u00eb Republik\u00ebn e Kosov\u00ebs. Megjithat\u00eb, operator\u00ebt jo t\u00eb shpesht\u00eb ose t\u00eb rinj duhet t\u00eb dor\u00ebzojn\u00eb aplikacionet e tyre sa m\u00eb shpejt q\u00eb t\u00eb jet\u00eb e mundur, por jo m\u00eb von\u00eb se 3 dit\u00eb pune para dat\u00ebs s\u00eb operimit p\u00ebr t\u00eb lejuar koh\u00eb t\u00eb mjaftueshme p\u00ebr p\u00ebrpunimin e aplikacioneve t\u00eb tyre dhe koordinimin me KFOR-in. Organizata Nd\u00ebrkomb\u00ebtare e Aviacionit Civil (ICAO) klasifikoi mallrat e rrezikshme n\u00eb 9 klasa, t\u00eb cilat jan\u00eb:<\/p>\n\n\n\n<p>Klasa 1 &#8211; L\u00ebnd\u00eb plas\u00ebse<\/p>\n\n\n\n<p>Klasa 2 &#8211; Gaze<\/p>\n\n\n\n<p>Klasa 3 &#8211; L\u00ebngje t\u00eb ndezshme<\/p>\n\n\n\n<p>Klasa 4 &#8211; L\u00ebnd\u00eb t\u00eb ngurta t\u00eb ndezshme; Substancat q\u00eb i n\u00ebnshtrohen djegies spontane; Substancat t\u00eb cilat n\u00eb kontakt me ujin l\u00ebshojn\u00eb gazra t\u00eb ndezsh\u00ebm<\/p>\n\n\n\n<p>Klasa 5 &#8211; Substancat oksiduese dhe peroksidet organike<\/p>\n\n\n\n<p>Klasa 6 &#8211; Substanca toksike dhe infektive<\/p>\n\n\n\n<p>Klasa 7 &#8211; Material radioaktiv<\/p>\n\n\n\n<p>Klasa 8 &#8211; Substancat korrozive<\/p>\n\n\n\n<p>Klasa 9 &#8211; Substanca dhe artikuj t\u00eb ndrysh\u00ebm t\u00eb rreziksh\u00ebm<\/p>\n\n\n\n<ul><li><strong>Cilat rregulla duhet t\u00eb respektoj\u00eb nj\u00eb d\u00ebrgues ose nj\u00eb transportues kur ofron ose trajton mallra t\u00eb rrezikshme p\u00ebr transport ajror?<\/strong><\/li><\/ul>\n\n\n\n<p>Sipas neneve 57, 58 dhe 59 t\u00eb Ligjit p\u00ebr Aviacionin Civil (Ligji nr. 03\/L-051) zbatohet si vijon:<\/p>\n\n\n\n<ol type=\"1\"><li>Arm\u00ebt dhe municionet, duke p\u00ebrfshir\u00eb eksploziv\u00ebt dhe gazrat e d\u00ebmsh\u00ebm ose toksik\u00eb, do t\u00eb barten n\u00eb bordin e nj\u00eb avioni (i) vet\u00ebm me lejen e shprehur me shkrim t\u00eb AAC-s\u00eb, (ii) n\u00ebn mbik\u00ebqyrjen e pilotit n\u00eb komand\u00eb, dhe (iii) n\u00eb p\u00ebrputhje t\u00eb plot\u00eb me rregulloret komb\u00ebtare dhe nd\u00ebrkomb\u00ebtare<\/li><li>Arm\u00ebt duhet t\u00eb jen\u00eb t\u00eb paarritshme p\u00ebr pasagjer\u00ebt gjat\u00eb fluturimit. T\u00eb gjitha arm\u00ebt e zjarrit duhet t\u00eb shkarkohen. Arm\u00ebt sportive, t\u00eb destinuara p\u00ebr t&#8217;u bartur n\u00eb bordin e avionit, duhet t&#8217;i raportohen transportuesit ose operatorit.<\/li><li>Mallra t\u00eb tjera t\u00eb rrezikshme, t\u00eb tilla si gazet e d\u00ebmshme ose toksike, karburantet b\u00ebrthamore dhe materialet radioaktive mund t\u00eb transportohen vet\u00ebm (i) me lejen e shprehur me shkrim t\u00eb AAC-s\u00eb dhe (ii) vet\u00ebm n\u00ebn kushtet e p\u00ebrcaktuara nga AAC n\u00eb rregulloret zbatuese, t\u00eb cilat do t\u00eb t\u00eb marr\u00eb parasysh rregullat dhe rregulloret ekzistuese nd\u00ebrkomb\u00ebtare n\u00eb k\u00ebt\u00eb zon\u00eb<\/li><\/ol>\n\n\n\n<p>Rregullorja e AAC-s\u00eb nr. 04\/2020 p\u00ebr kushtet dhe m\u00ebnyrat e transportit t\u00eb mallrave t\u00eb rrezikshme n\u00eb rrug\u00eb ajrore, p\u00ebrcakton kushtet p\u00ebr transportin ajror t\u00eb mallrave t\u00eb rrezikshme, p\u00ebrgjegj\u00ebsit\u00eb dhe detyrimet e personave t\u00eb p\u00ebrfshir\u00eb n\u00eb transport dhe kushtet p\u00ebr trajnimin p\u00ebr mallrat e rrezikshme. Kjo Rregullore mund t\u00eb gjendet n\u00eb linkun e m\u00ebposht\u00ebm: <a href=\"https:\/\/caa.rks-gov.net\/wp-content\/uploads\/2020\/09\/Rregullore-AAC-04-2020-per-kushtet-dhe-metodat-e-trasportit-te-mallrave-te-rrezikshme-permes-ajrit-1.pdf\">https:\/\/caa.rks-gov.net\/wp-content\/uploads\/2020\/09\/Rregullore-AAC-04-2020-per-kushtet-dhe-metodat-e- trasportit-te-mallrave-te-rrezikshme-permes-ajrit-1.pdf<\/a><\/p>\n\n\n\n<p><strong>Sistemet fluturuese t\u00eb avion\u00ebve pa pilot (UAS)<\/strong><\/p>\n\n\n\n<ul><li><strong>A duhet t\u00eb aplikoj p\u00ebr leje p\u00ebr t\u00eb operuar UAS n\u00eb Republik\u00ebn e Kosov\u00ebs?<\/strong><\/li><\/ul>\n\n\n\n<p>Bazuar n\u00eb AAC Rregullorja nr. 01\/2017 p\u00ebr sistemet e avion\u00ebve pa pilot (UAS), e ndryshuar dhe plot\u00ebsuar me Rregulloren (CAA) Nr. 01\/2021, t\u00eb gjitha UAS q\u00eb peshojn\u00eb m\u00eb shum\u00eb se 0.5 kg, kan\u00eb nevoj\u00eb p\u00ebr leje t\u00eb l\u00ebshuar nga AAC p\u00ebr t\u00eb operuar n\u00eb Republik\u00ebn e Kosov\u00ebs.<\/p>\n\n\n\n<ul><li><strong>N\u00ebse d\u00ebshiroj t\u00eb operoj nj\u00eb UAS me qira ose shp\u00ebrblim n\u00eb Republik\u00ebn e Kosov\u00ebs, cila \u00ebsht\u00eb procedura e aplikimit?<\/strong><\/li><\/ul>\n\n\n\n<p>Sipas nenit 8 t\u00eb AAC-s\u00eb Rregullorja nr. 01\/2017, \u00e7do person q\u00eb d\u00ebshiron t\u00eb operoj\u00eb nj\u00eb UAS n\u00eb Republik\u00ebn e Kosov\u00ebs duhet t\u00eb marr\u00eb leje nga Departamenti i Siguris\u00eb s\u00eb Fluturimeve.
